Josh Jacobs Is on the Commissioner Exempt List With No Return Date

The NFL placed the Packers running back on paid administrative leave. He cannot practice or play, there is no set number of games, and Yahoo will not let you move him to an IR slot. Take a healthy back where Jacobs used to go and target MarShawn Lloyd around Round 7.

What actually happened

ESPN and NFL.com both report that the league placed Jacobs on the Commissioner Exempt List. In plain language, that is paid administrative leave. He keeps getting paid, he does not count against Green Bay's 53-player limit, and he cannot practice or attend games. With the team's permission he can still use the facility for meetings, treatment, rehab and certain individual workouts.

The important part for your roster is who controls it. Only the commissioner can place a player on the list, set how long it runs, and remove him. Matt LaFleur cannot activate Jacobs because Green Bay needs a running back. There is also no visible progression the way an injury has one. No limited practice, then full practice, then active. The decisive update comes from the league office and nowhere else.

The policy gives Jacobs a three-business-day window to appeal the placement. Neither the NFL announcement nor ESPN's report attaches a timetable.

The Yahoo trap nobody is pricing

Yahoo's own help documentation lists CEL, Commissioner Exempt List, and SUSP, suspended, as designations that are not eligible for an IR slot.

So you pay twice. You lose the points, and you lose a bench seat that could have held a waiver breakout, a bye-week fill-in or a player who is allowed to play football. A league with six or seven bench spots gives you room to wait it out. With four or five, Jacobs is a weekly tax. Best ball is worse again, because there are no waivers to repair the pick.

Do not assume six games

Six games is a policy baseline for certain first violations, including assault, battery, domestic violence and dating violence. Aggravating and mitigating factors move the number in either direction. It is not a countdown clock.

Two things complicate a clean estimate. Prosecutors formally charged Jacobs with two Class A misdemeanors, battery and criminal damage to property involving a phone, and his attorneys note the counts do not carry Wisconsin's domestic-abuse modifier. The league is not bound by Wisconsin's charge label and runs its own investigation on its own evidentiary standard. Separately, Article 46 of the collective bargaining agreement credits games missed on the exempt list against a suspension that is ultimately imposed, up to the length of that suspension. Six exempt games followed by a six-game suspension with full credit would ordinarily mean six total missed games, not twelve.

Jacobs' first court appearance is scheduled for November 17. That is a court date. It is not an NFL return date. Green Bay plays its tenth game on November 15 and then takes its Week 11 bye, so a player still exempt on November 17 has missed the first ten games of the season.

The fantasy move

Jacobs was going around pick 31 overall, an early third-round price. That price is dead. The gamedai risk-adjusted range is RB40 to RB45, roughly pick 105 to 125, and later than that in leagues with only four or five bench spots. That is our recommendation, not a claim that market ADP has already moved.

Then redirect the pick. MarShawn Lloyd is the Packers back to target, around Round 7. Lloyd already knows the offense, has been working with Green Bay's starters, handled a workhorse role this preseason, and the team has been talking up his talent when healthy. FantasyPros grades him top 20 in yards after contact, breakaway rate and elusive rating across his final two college seasons. Fantasy Life moved him 60 spots into its top 65 overall and treats Round 7 as reasonable.

The opportunity is the argument. Since joining Green Bay, Jacobs has averaged 16.5 PPR points per game, and last season before his knee injury he handled 71 percent of the Packers' rushing attempts and 21.1 touches per game. If Lloyd inherits most of that, he goes from a late-round pick to a weekly RB2 with RB1 upside.

Kaleb Johnson is the cheaper lottery ticket. Green Bay traded for him today, which matters, but Pittsburgh's 2025 third-round pick managed 28 carries for 69 yards as a rookie, 2.5 per carry, and had slid down the Steelers' depth chart. He also has to learn Green Bay's terminology, protections and route responsibilities with the season about to start. Pick 160 or later, or a waiver watch.

Chris Brooks is the deeper full-PPR bet on third downs and pass protection. Look after pick 150.

The one mistake to avoid

Do not solve this by drafting Jacobs and the Packers handcuff together. That burns two roster assets to build one starting running back, and neither is guaranteed to give you a usable week. Take a healthy player where Jacobs used to go, and target Lloyd independently, later.

The honest label on Jacobs right now: high-end running back ability when active, attached to an open-ended, non-IR-eligible bench stash with real season-wrecking downside. Price that player, not the old ranking.
