Josh Jacobs on the Commissioner Exempt List: What It Means for Your Fantasy Team
Josh Jacobs is out indefinitely with no announced return date and no Yahoo IR eligibility. What the exempt list actually is, why six games is not automatic, how much production is at risk, and why MarShawn Lloyd around Round 7 is the Packers back to draft ahead of Kaleb Johnson.
# Josh Jacobs on the Commissioner Exempt List: What It Means for Your Fantasy Team

Status right now: Josh Jacobs cannot practice and cannot play, and the NFL has not announced a return date.
TL;DR
- The NFL placed Josh Jacobs on the Commissioner Exempt List. Treat him as out indefinitely, not as a player serving a known four- or six-game suspension.
- He is still paid and does not count against Green Bay's 53-man roster. Only the commissioner can remove him.
- Yahoo does not allow CEL or SUSP players in an IR slot. Jacobs occupies a live bench seat and scores zero.
- Our risk-adjusted range: RB40 to RB45, pick 105 to 125, later in leagues with four or five bench spots. He was going around pick 31.

Is Josh Jacobs playing?
No. While Jacobs is on the Commissioner Exempt List he cannot play in games and cannot practice with the team. There is no announced end date, and there is no published NFL disciplinary letter establishing a timetable.
This is the single most important distinction in this story. A six-game suspension has an endpoint you can plan around. An exempt-list placement does not.
What happened to Josh Jacobs?
Jacobs was arrested on May 26. Police identified five suspected counts at the time, including felony strangulation and suffocation. Those are not the charges now pending.
After prosecutors completed their review, the Brown County criminal complaint filed August 27 formally charged him with two counts:

The complaint alleges that a woman identified as Jacobs' girlfriend was involved in a physical struggle with him, was thrown or fell to a garage floor and struck her head, and later showed facial and neck redness and a bump on her head. It also alleges garage surveillance footage corroborated portions of the account. These are allegations in a probable-cause complaint, not findings of guilt, and the Brown County district attorney stated specifically that the complaint creates no inference of guilt and that Jacobs is presumed innocent.
His initial court appearance is scheduled for November 17. That is a legal date, not an NFL reinstatement date.
What is the Commissioner Exempt List?
It is the NFL's version of paid administrative leave.

Only the commissioner can place a player on this list or take him off it. Matt LaFleur and Green Bay management cannot activate Jacobs because they want him back.
The policy also permits the league to reach its own conclusion even if charges are dismissed, reduced or produce no conviction. The NFL runs its own investigation on its own evidentiary standard.
Is this an automatic six-game suspension?
No.
Six games is a policy baseline for certain first violations, including domestic and dating violence and specified assault or battery cases. Aggravating or mitigating factors move the final discipline above or below it.
Jacobs' case does not reduce to a clean six because:
1. The formal criminal battery charge is a misdemeanor. 2. His attorneys emphasize the counts do not carry Wisconsin's domestic-abuse modifier. 3. The NFL is not bound by Wisconsin's charge labels and may classify the alleged conduct itself. 4. Time on the exempt list may be credited against a later suspension.
A plausible example: Jacobs misses six games on the exempt list, later receives a six-game suspension, and all six are credited. That is six total missed games, not twelve. It is an illustration of the accounting, not a prediction.
Will Josh Jacobs play Week 1? The timeline
Green Bay opens the season September 13 at Minnesota. He will not be there.
- Packers game ten is November 15 against the Vikings.
- The Week 11 bye follows.
- Jacobs' court appearance is November 17, inside that bye.
- Green Bay's next game is November 25 against the Rams.
If Jacobs is still on the list through November 17, he has missed Green Bay's first ten games. That is most of the fantasy regular season, and it leaves almost no runway before fantasy playoffs.
If the league resolves an appeal or its initial review quickly, he could miss far fewer. Jabrill Peppers was removed from the exempt list in 2024 while the NFL's review remained open, so a court resolution is not a precondition for reinstatement.
Treat November 17 as a worst-case checkpoint, not a projected return.
How much fantasy production is at risk?
Jacobs' 2025 full-PPR line:
- 929 rushing yards, 13 rushing touchdowns
- 36 receptions, 282 receiving yards, one receiving touchdown
- 237.1 PPR points, 15.81 per game
- RB13 in total points, roughly RB9 per game among qualifying backs
There is a health split inside that. Across his first nine healthier games he averaged 21.1 touches and 19.6 PPR points. Across his final five after the knee issue, 14.6 touches and 11.3 points.
Mechanical sensitivity test at his 2025 rate of 15.81 per game. This is arithmetic, not a projection, and it does not account for rust, role change or further injury.

That table overstates the lineup damage, because you can start somebody else. It understates the roster damage, because Jacobs holds a bench spot you cannot reuse.
The Yahoo IR problem
Yahoo lists CEL and SUSP as ineligible for an IR slot. So in a 12-team Yahoo PPR league, Jacobs consumes a normal bench spot while producing nothing.
This is why an open-ended absence is worse than a known six-game suspension. With a fixed number you know what you are building toward. Here the waiting cost keeps running, and you cannot spend that seat on a waiver breakout, a bye-week fill-in or an injury replacement.
- Six or more bench spots: a late Round 9 or Round 10 stash is defensible.
- Four or five bench spots: push him to Round 12 or leave him undrafted.
- Best ball: downgrade harder. No waivers, so every exempt week is an automatic zero.
Josh Jacobs ADP and where to draft him now
Before this, Fantasy Football Calculator had Jacobs at 3.07, pick 31 overall, and other boards had him near RB16. Those rankings were published before the exempt-list report and are stale.

In a $200 auction, Jacobs is roughly $3 to $6, not an RB2 bid. In dynasty, do not erase his career over one uncertain season, but price in discipline, contract and team risk.
Moving Jacobs from pick 31 to pick 105 to 125 is a fall of roughly 75 to 90 selections, six to eight rounds.
Who is the Packers starting running back now?
MarShawn Lloyd is the one to draft, around Round 7.
Why Lloyd over Kaleb Johnson:
- Lloyd already knows the offense and has been working with Green Bay's starters.
- He reportedly handled a workhorse role this preseason, and the Packers have talked up his talent when healthy.
- FantasyPros grades him top 20 in yards after contact, breakaway rate and elusive rating across his final two college seasons.
- Fantasy Life moved him 60 spots into its top 65 overall and treats roughly Round 7 as reasonable.
- Green Bay drafted him 88th overall in 2024. At USC he ran for 820 yards and nine touchdowns on 116 carries, 7.1 per carry.
- Preseason usage backs it: against Denver he played five of seven first-drive snaps, with Brooks entering on third-and-inches and fourth-and-inches.
The opportunity is the argument. Since joining Green Bay, Jacobs has averaged 16.5 PPR points per game, and last season before his knee injury he handled 71 percent of the Packers' rushing attempts and 21.1 touches per game. If Lloyd inherits most of that, he goes from a late-round pick to a weekly RB2 with RB1 upside.
The honest caution: Lloyd's NFL résumé is one game, six carries for 15 yards and one catch for three yards, with injuries and illness wrecking his first two seasons. Buy the role and the runway, not a guaranteed workhorse. Once a room prices him like a locked-in top-20 back, pass.
Kaleb Johnson fantasy outlook
Green Bay traded for Johnson from Pittsburgh on the same day Jacobs went on the list. That acquisition matters as a signal that the Packers wanted another NFL back immediately. It does not tell you whether Jacobs misses two games or ten.
Johnson was the 83rd overall pick in 2025 and produced 28 carries for 69 yards, 2.5 per carry, as a rookie before sliding down the Steelers' depth chart. He now has to learn Green Bay's terminology, protection calls and route responsibilities days before the season.
He is the cheaper lottery ticket, not the plan. Pick 160 or later, or a waiver watch. If the absence stretches and Lloyd cannot stay healthy, Johnson can grow into more.
Should you drop Kaleb Johnson? In a shallow 12-team league where he is already rostered, he is droppable for a starter you need this week. In deeper leagues, the Packers backfield uncertainty makes him worth a bench seat you can afford.
Chris Brooks
Brooks has 82 carries for 395 yards, 4.8 per carry, and 24 catches for 160 yards across three seasons. ESPN describes him as the third-down blocking back, and he took short-yardage snaps in preseason. He may matter more to the real offense than to your lineup, but third-down work creates catches in full PPR. Look after pick 150.
Most likely early split: Lloyd leads early downs and explosive-play work, Brooks takes a real share of third downs and protection, Johnson opens as depth. One week of first-team practice can rewrite it.

Two lessons carry directly. First, replacement value can win leagues, so cheap shots on an unsettled backfield are worth taking. Second, the first backup named is not always the back who helps in December.
The mistake to avoid
Do not draft Jacobs and Lloyd as a package. That burns two roster assets to manufacture one starting running back, and neither is guaranteed to give you a usable week.
Take a healthy running back where Jacobs used to go. Target Lloyd independently around Round 7. If Jacobs falls far enough to become an asymmetric upside bet, take him then, after your starters and ordinary RB depth are set.
